I would like to delete section 10 all together but I can't figure out how to get section 11 to update to 10 and all the following numbers update with it. Sorry if I'm not making sense... I can't figure out how to search this! I've found plenty of help on creating multi level lists and automatic TOC etc. but can't figure out how to remove one part of it and have the rest of it update numbers correctly!

If it is using an AutoNumbered list, they will update. It is hard to prevent them from updating when you remove a section and want to maintain the numbering (non-continuous but historical).
If you are going to have to renumber a lot, you may want to consider setting up a true numbering list based on styles and applying that where you want the numbers. It would be a little extra work now, maybe, but would pay off in the long run.
