Was your Title Page inserted as a Cover Page using that function on the Insert tab? If so, it is not a separate section.

Assuming it is a separate section, got to your Section 2 footer and change the Link to Previous setting on the Header and Footer Tools ribbon so it is not linked. Then go to page 1 and delete the footer.
