I don't know what 'absolute' answer you'd expect. Things don't always work the way they're supposed to and people occasionally run into difficulties. That's life. Have you never had a problem with Windows/Office before this? If so, consider yourself truly blessed!
Perhaps you should ask yourself what features the later versions have that you really need. If Office 2007 does everything you need, then why upgrade at all?
Office 2007 will quite happily run on Windows 8 and, at the very least, you can reinstall Office 2007 on the new system. The only caveat is that, if you've already used up all your license allowance for how many systems you can install it on, you'll need to uninstall it from at least one such system and, possibly, re-activate the product by phone.
