Ok, I copied this part of my document (that looks ok in the original) as a separate document, and the out of order numbering is back. I've uploaded a file. Notice that in section I, there is A B C E F G H I J K (D is missing). And in section II there is A B D E (C is missing). I've turned off numbering and reapplied the list syle (it's all one list style called Headings), I've tried to "Continue Numering", i've gone to the top and of each list and tried "Start at A". I completely turned off numbering for the II section, then tried to "continue numbering" on the I section. NOTHING seems to work.

This should all be using styles for the headings, and should use a List Style named "Headings" for the numbered list. Very frustrating.
