Depends what they mean.
If they want levels of bullets as in a placeholder there's no way to get that.
If they want a simple bullet you can do that.
On your template file add a textbox to the slide. Add the bullet and RIGHt click > Set
as Default Textbox.
Delete the box and save (as a potx template)
