I am not sure about Word 2007 but, in Word 2010 to insure the Ruler's (or, margin bar as you refer to) at the top and left side are displayed go to the "View" ribbon and make sure the "Ruler" (just to the right of the Document Views) option is ticked. That will turn the ruler's on (or, display the ruler's).
