Default Adding symbols

I'm creating a training document, with screen shots of Oracle pages.
I am able to add symbols (a Star) and arrows, but I would like to customize the stars, and number them 1,2,3,4,5, etc., and then use that in conjunction with the steps (in text) also numbered 1,2,3,4,5, etc.

I copied and created numbered stars, as .bmps, but when I try to overlay them on top of a screenshot, they move to the outer edges of the screenshot.

The Stars selected from the Symbols on the ribbon will overlay exactly where I place them, but not these "created" stars.

Can I find the folder where the symbols are kept and add my custom Stars there?

I found and tried doing that in this folder: C:\Programfiles\MSOffice\FIles\Pfiles\MSOffice\Med ia\Cagcat10\ but it didn't work. The files types I found there were .wmf, .wav, .gaf, and .jpg.

Any other suggestions as to how I can do this, without 2nd party software?
