I'm not personally aware of a way to do that.
Usually archives are PST files, and a PST file is usually loaded into a persons outlook manually. It might be possible to have the PST saved somewhere and shared between users, but I believe that might cause some issues. I'm not sure on that, but you could try it and see what happens.
