You may want an actual protected form using legacy form fields where you can only type in certain areas. You put the fields in a table with the cells set for fixed size. The bottom border of your table cell provides your underlining.

Figured it out glad i did before reading all that (way to complicated for me lol)
the text was adding fine but it pushed the graph at the bottom to a new page and as someone said before it was pushing the empty line onto a new line
so just added the text and deleted the line to the length of text i needed
thanks to all who replied and sorry i could not explain better
