It's quite possible the Windows Explorer properties has a different definition of a word than Word does. Bear in mind that Windows Explorer has to use algorithms that can work with any file type, whereas Word needs only to work with its own documents. Windows Explorer also doesn't count content in Word document headers, footers, footnotes or endnotes. Note also, that the count from within Word can vary according to what settings you're using.
