Default Constructing a detailed Timeline

I'm not sure if this is the right area to post this, it's more a general office question.
I need to show delay of documentation, so I know I need some sort of timeline, but within each activity (or each sector of a timeline) I would like to show posession of the documentation between two people. I'm not sure if there is an option in Project to do this or if i would be better constructing something elsewhere, say in excel and then constructing graphs etc...
