Replicate a function from MS Visio?

The attached bar illustrates time and I'd like to find a way to reproduce this in Excel. It is currently produced in MS Visio. The hope would be that I'd be able to develop a spreadsheet with the relevant fields that could be entered and produce the bar in Excel.

Is it possible? Any ideas/direction are greatly appreciated!
