Not super simple. Table cells are containers (like train cars). What you are asking for is that if Car A is full new passengers move to Car B. Problem is there is no door from Car A to Car B. Just one door into each car.

What, exactly are you trying to do? Is the purpose of the table to give people lines to type on?

You could put a graphic of a lined tablet behind your page and then it would appear that text is flowing from line to line. You would have to fiddle with spacing.
