Set up your multi-level list following the directions given at:
How to create numbered headings or outline numbering in Word 2007 and Word 2010
Archive How to create numbered headings or outline numbering in Word 2007 and Word 2010

Make the top level un-numbered. You can use a paragraph in that style to restart the numbering that follows.

Otherwise, you could use SEQ fields for your numbering.
