The formatting of TOC entries is controlled by the corresponding TOC style (TOC 1 corresponds to level 1 entries, TOC 2 to level 2, etc.).
A hanging indent and a right indent would probably do what you want. Using a hanging indent, you can have paragraph numbers line up nicely for each TOC entry.
And to make long entries easier to read, adding a right indent to the TOC styles will be helpful. That way, the page number displays at the tab stop to the right of the right indent, while the text wraps "earlier."
