I used the Shauna Kelly doc to set this up but....

I still get the problem. My heading 1 level has a page break before it - new page for each heading 1 level but because my header 2 level is based on the leader 1 level I am also getting a page break before level 2 (and then level 3). I have tried manually amending this but it still goes wrong with the numbering.

Basically the numbering is wrong and then I have the added issue of each header having a page break before it but I only want this for the header 1 level.
