Default Excel 2010 drag-and-drop enabled but not working

I frequently drag and drop whole rows and columns. This one is new to me: In one worksheet of one workbook, when I try to drag a column, it looks like it's going to let me drop it in the location—but then there's a flicker and the column reappears in its old location. Same when I try it with a row or a single cell. I can drag and drop normally in other workbooks, and even in other worksheets of the same workbook. I see the drag-and-drop handle as normal. The drag-and-drop option is enabled in Options.

When I make a copy of the worksheet, the same problem occurs in the copy. If I make a blank worksheet and copy just the used range, the same problem occurs. But if I copy Values only to the new worksheet, the problem goes away in that worksheet—yet after working with the new data a while, the problem comes back. I infer that drag-and-drop is incompatible with some formatting option I'm doing, but I don't know what. Any ideas?

Unless one of you knows the answer, I plan to start over with a new worksheet and proceed slowly, checking after I set vertical and horizontal alignment, wrapping and so forth. But I'm hoping one of you will know.
