Default how can prevent a user from seeing an email

I have an unusual situation and I was hoping I could get some help, if user "A" sends a confidential email to user "B" how can I make sure that no one except user B reads the email; when user "C" and user "D" have read permissions for user "B's" inbox. I know it is complicated but that is the situation that I am dealing with right now; the CEO of my company wants to make sure that confidential emails are not read by users that have read permissions ( users "C" and "D")on the recipient email inbox (user "B") we are using outlook 2010 and a windows 7 environment. Any help with this unusual situation would be helpful
