Might be caused by SQL Server service, try:
  1. Exit Outlook.
  2. Click Start -> Control Panel -> Administrative Tools -> Services
  3. Locate SQL Server (MSSMLBIZ) and right-click on it and select 'Start'.
  4. Exit Computer Management, and then start Outlook.
