I'm sorry I can not find anything on the product use rights for Office 2000. So if you say that it states 3 computers, then you should be OK.

(A) Office can be activated on only "3 computers at one time", such that the activations could be "deactivated" and reused. Just uninstall from the old machine and install on the new one.

Yes, Office 2000 can open and edit Office 2003 files. The major change in Office happened with Office 2007 with the docx file format. If you want Office 2000, XP, or 2003 to open and edit 2007 docx files, then you will need the Microsoft Office Compatibility Pack
