Your thread title refers to Word 2010, but your profile refers to office 2013.

Word 2010 does not have a 'universl problem' with not saving changes to the Normal template, whose location can normally be found by inputting:
C:\Documents and Settings\%Username%\Application Data\Microsoft\Templates\
into Windows Explorer's address bar. This is a hidden folder, which is why you can't easily access it with the standard Windows Explorer configuration.

If you are having trouble updating Word 2010's Normal template, that suggests you're going about it the wrong way. However, as you haven't said how you're trying to do it, it's not possible to say for sure what the issue is.
