In my testing, the page numbers still function as hyperlinks, nothwithstanding that they're not displayed in the hyperlink format.

That said, the concept of page numbers in an HTML TOC is illogical, as documents saved as HTML files don't have pages, and you should be reformatting your TOC to suit the HTML format.
