I do not use Project Server - and I am assuming you do from your use of the word "publish." However, in the Pro client, I cannot see what you report.

When I assign Cost resources to detail and summary tasks, the data in the Cash Flow report is correct. The Cash Flow report is based upon the Task Usage cube.

The Earned Value over time report does not work at all - but it hasn't ever worked for Cost resources.

Which cube are you trying to read?
