You can do it in some fonts, but only if you can accept the same font color for both bullet and word, in this case "Action". Here is how:
I chose Arial. Go to Insert/Symbol and, if necessary, select "More symbols". In the resultant dialogue box, select the "Special Characters" tab. Choose the font you want (you may only choose one) and then scroll through to find the best approximation you can for the kind of bullet you would like. Select it and click on Insert. Close the dialogue.
In your document, type a space or two after the bullet, then type Action. You may add the en dash or hyphen and following space(s) as you wish. Select this line and copy it.
The next step is to define this as a new multi-level list. In Word 2007 and 2010, this is found inthe Paragraph area of the Home tab on the Ribbon, using the drop-down arrow to the right of the third icon. (See attachment.) Clear the "Enter formatting for number" box and paste in what you copied.
This will, by default, become your new List Paragraph style, but you can change it to a new style if you like.
