What is the setting for "Vertical alignment" in the Page Setup dialog box? Choose "Top" if that option hasn't already been selected.

To display the dialog box in Word 2007, click the dialog launcher (the little arrow on the bottom right) of the Page Setup group on the Page Layout tab. In Word 97-2003, click File | Page Setup. You'll find the option on the Layout tab of the dialog box.
