It's not clear exactly what you're trying to achieve. It is indeed possible to provide a document into which people can insert "info,pictures, hyperlinks", and you can even restrict where they can do each of those things. Whether they could then upload those documents to your web-site isn't really a Word/Office issue; it's a web-site management issue. Here, for example, users can upload various kinds of files (via the paperclip symbol on the 'Go Advanced' tab). Even then, however, all anyone accessing the site sees for a Word document is an icon for it - you need to click on that and open/download the file to access its contents.
