No, their purpose is to limit the TOC that uses them to the bookmarked range. They have no effect on other TOCs.

You can't have a bookmark that spans discontiguous ranges, or two bookmarks with the same name. That's why I said you'd need to use two bookmarks and two TOCs (one for each).
In effect, with just one inserted independent range, you'll need three bookmarks and three TOCs - one of each for the inserted range and two for the remainder, one of each applying to either side of the inserted range.
