You can use this formula, copied down as necessary:
=IF(INT(($G$3-F5)/365,25)>=4;"> 4 Years";"> "&INT(($G$3-F5)/365,25)&" Years < "&CEILING(($G$3-F5)/365,25;1)&" Years")
