I think I solved this...

Not technically possible to create a 'non-generic' group that accounts for resource usage for those assigned to the group, and that I can just assign to tasks.

Instead, can use the group field in the resource sheet to label resources as belonging to a certain group; then use the filter in 'Assign Resources' and filter by group to get all members that are on the committee...
