Default Layered or Nested Table difficulty--can't edit the table underneath

I am having some difficulty with a layered or nested able in Word 2010.

I downloaded a contract from a website as a PDF.
I used Adobe PDF online converter to convert it into a Word doc so I can edit it.

From what I can see it appears there is a main table with another table underneath it. If I drag the handles on the main table so that the tables are side by side I can work with both. But I can't figure out how to get to the other table when one is sitting on top of the other. I can see all the text, but can't edit it.

I think there must be an easier way. Is there a command sequence I can use to bring the table underneath to the front? In working with graphics many years ago I would use the "bring to front" or "send to back" tools. Do similar tools exist with tables? I may not be using the right vocabulary, but hopefully the concept of what I see makes sense. I'm not sure whether it's a layered table, nested table, or something else.
