Office 2003 should only ever have been capable of uninstallation once and that via 'Programs & Features' in the Windows Control Panel, without the need for other tools.

Before going any further, I suggest you go to 'Programs & Features' in the Windows Control Panel and ensure Office 2003 has been ininstalled. Uninstall Office 2010, then try uninstalling Office 2003, in that order. If necessary, use the tools at: http://support.microsoft.com/kb/2639197 and http://support.microsoft.com/kb/290301, respectively. Once both have been removed, try reinstalling Office 2010.
