It is not an empty file. It is a Word template add-in. Did you read the links explaining how to load and use an add-in?
The add-in was written with Word 2003. So the toolbar/menu will appear on the Word 2007/2010/2013 ribbon AddIns tab. You will have to store the template in a trusted location.
