You don't mention which version of Project you are using. In Project 2010 you can use the "reset" command to return a view back to its 'factory installed' settings.

I would likely just make a custom view for each user so they can have it set as they need it - which columns and so forth. Then keep a view (not shown in the menu) that people are directed to leave alone. Many of us have a "printing view" where everything is set (tables, time scale, gantt formatting) that we use solely for printing.

None of these settings have any influence on toolbars, by the way. That is a program - not file setting.
