Default Problem with @ symbol in Office (German language)

We have a german user. He has an english (uk) laptop with an english (uk) localised copy of Office 2010, and the german language pack installed. His default language is set to german in both Windows and in Office, everything is set to german, including his proofing tools.

However we've hit a problem. In German, when you press the Alt GR key and Q it should do the @ sign. However it doesn't do anything in office. It DOES work in notepad and sticky notes and the command prompt etc, but it doesn't work in Office. So the only way he can do his @ symbol is to change the language to English, then add it then change back which is a pain.
Any idea what causes it not work in Office 2010 but work fine in the Windows 7 operating system?

The language is set to German (German) out of all the different flavours, which he assures me is correct being German himself.

Can anyone help? I've checked every setting I can think of.
