Here's a document that shows this anomaly produced with Word 2010. The table of figures is on page 2 of the section, numbered ii. In the TOC it shows up as "2" rather than "iii." The same is true of other front matter headings.

In the meantime, did you look at How to set up a document with front matter 2007?
