Default Saving doc as "Web Page, Filtered" reduces some images' quality

When I save a Word 2010 docx as "Web Page, Filtered", some images are changed to tiny jpgs with much lower resolution. Other images are unaffected, even though some of them are larger than the affected images.

If I swap in the original image to the folder created when saving as "Web Page, Filtered", and rename it to name of the tiny file created there (after deleting the tiny file), I see a big difference in the quality of the image when viewing the html file created.

Setting the Word docs to not compress images (file > options > advanced > image size and quality > do not compress images in file) doesn't help; I get the same result.

Setting the file to use "document resolution" for images (save as > tools > compress pictures > use document resolution) doesn't help, I still get the same result. Also, it doesn't stick as a setting.

I have to save the doc as "Web Page, Filtered" because I'm making a Kindle eBook from the doc and that is part of the procedure they require.

Any idea why that change happens for some images, and what I can do to make it stop without manually swapping the original images back in every time?
