I got the result you want by deleting the next page section break and changing the formatting of your heading paragraph to be page break before.

I wasn't sure why you had a section break but I added a continuous break back in before the heading. If you look, you'll see that the next page section break is actually a part of the following paragraph and that is probably the point at which the page number is determined in the TOC.
