I am having recieving the same message.
However my PPT document is a .pptx
I am running a script in Excel that automatically moves graphs generated by Excel into PPT via Paste Special-- Picture (Enhanced Metafile)
and then adjusts the placement of the picture

and about .5% (1 in 200) of the time the paste leaves me with a box positioned correctly but with the "image cannot currently be displayed" message in it with no error code.
