If you format the heading paragraphs (preferably via the Heading Styles) with the 'keep together' and 'keep with next' attributes, they should move to the next page if there's insufficient room for at least two lines of the following paragraphs (assuming they're using widow/orphan control - which you can also apply via Styles).
