Same with the text box. A text box is a graphical element in a separate layer. I also have the text box (drawn inside the header) float rather than wrap or being in-line with text.

I group the rule lines together so they can be moved as one unit.

You will want, I expect, fixed spacing for your line numbers, to simulate the line numbering on a typewriter. (This is almost as good as August having 31 days to flatter Caesar or the QWERTY keyboard arrangement designed to slow down typing!)

Thanks Charles, I meant define and I like to learn this trick, (I know how to put a thing in header and footer to repeat in top and bottom of the pages but I do not know how to out a thing to repeat in left and right of the page) since I need this, may you please tell how to go to other layer or put text boxes in other layer, I downloaded a template from Microsoft office website but unfortunately, it does not produce continuous numbers, its name is TS006086989.doc, I also found a template that used a text box (the attachment SacramentoPleadingWebedited.doc), but the problem is that you it does not produce continuous pages too, and numbers repeat for each page, I hope my descriptions be enough for solving and I can find a way to solve this,
