Clarification

As you say that my explanation was unclear, I would like to offer clarification. My instructions to the formatter for the document were that the document should have page numbers (pagination), centered at the bottom of the page, suppressed on certain pages, such as the first page of a new chapter.
It was also requested that there be rotating even and odd page headers, again, suppressed on certain pages, such as the first page of a new chapter.
Finally, it was requested that the endnotes for each section with endnotes - each chapter - appear at the end of each chapter, with the endnotes of each chapter beginning with the number 1, as I created them within the document. This, as opposed to appearing collectively or cumulatively at the very end of the book.
The formatter is in essence telling me that this cannot be done, that MS Word does not allow for these three features to be used simultaneously.
I would like to determine whether this is true. If it is true, then I will have to figure out some workaround. If it is not true, then ideally I would like to provide the formatter with some guidance or information that could be used to accomplish the task at hand.
