The problem is easy to fix. It's possible to fill out forms and save the document even when the 'No changes (read-only)' protection option is selected. That option won't bounce the user back to the top of the document, the way the 'Allow changes to forms' option will.
I stumbled on this and was surprised and pleased. I don't know what Microsoft's coders were thinking, incorporating the other "feature". I can't imagine any reason why anybody would ever want their users kicked to the top of a document just because they clicked in the wrong place.
