Default contacts not appearing in "To:" dropdown

Outlook 2003 in Windows 7. I successfully moved my .pst and addresses to my new PC. Address Auto Complete does work with addresses emailed since I set up my new PC. However, when I need to select an address stored in my contacts list via the "To:" in a new email, I get a popup stating "The address list could not be displayed. The Contacts folder associated with this address list could not be opened; it may have bee moved or deleted, or you do not have permissions. For info on how to remove this folder from the Outlook Address Book, see MS Office Outlook Help." Well MS "help" succeeds again in being useless. I don't want to remove any folder, I want the d*** thing to work.

In my search for a solution I found that clicking the address book icon in the standard toolbar of the "mail" view gets the same popup verbiage. At least this fact gives another way of searching on the underlying problem.

I've followed up on many including the following two help items and they do not help as neither is the problem:
