In Word, the keyboard shortcut to insert a date field is Alt-Shift-D; to insert a time field it's Alt-Shift-T.

Note that both of these udate automatically, though not dynamically. You can convert them to plain text, so they won't update, by selecting them and pressing Ctrl-Shift-F9.

Don't know about Outlook.
