Please clarify: You refer to an '8 *3 raffle ticket form', which (if the '8 *3' refers to the column/row layout) implies 24 raffle tickets/page, but then you say 'I want it 4 per page'. So, is the '8 *3' reference to the ticket dimensions or to an '8 *3' column*row layout?

If you mean an '8 *3' column*row layout, are you using a label merge? getting only one label/page suggests you're using a letter merge. If you're using a label merge, have you told Word to update the labels?
