It appears you are using a POP3 configuration. Have you tried reconfiguring a new profile? You do not have to delete your old Outlook Profile, but you can export you mailbox in a PST file onto your desktop, set up a new pop account, import your PST file into the new profile. Toggle back and forth between the 2 if you need to before deleting the old profile.
Sometimes email profiles get corrupted.
If you send yourself a test email, do you get a bounceback message? If you do reply with the message you get (it should contain also contain 3 numbers eg. 5.5.1) and maybe this forum can help diagnose the issue.
