You can insert and format an ordinary page # via the Header/Footer Tab but, to get the 'Y' part of a 'page X of Y' expression, you need to use Insert|Quick Parts|Field, then choose either NumPages or SectionPages. Alternatively, You could press Ctrl-F9 to create a pair of field braces (ie {}), then type NumPages or SectionPages between the field braces, so that you end up with {NumPages} or {SectionPages}, then press F9 to update the field.
