FYI--I got it working with the following:

Cells(x, LastColumnNumber + 10).FormulaR1C1 = "=CountIF(R" & x & "C9:R" & x & "C" & LastColumnNumber & ","">""&R" & x & "C" & LastColumnNumber + 8 & ")"
