You are correct, setting your maximum units to 20% means that Project will automatically assign you at 20%. Where you may be struggling is that Project wants to calculate the Work for your resources when you initially assign them. So, for example if you create a 1day duration task, and assign a resource at 20%, you'll only see 1.6 hours of work. If what you really intended was the task is 8 hours of work and you want the duration to increase to 1 week for you to get the 8 hours of work done, you'll want to use Project is a slightly different manner. Split your screen to show the Task Form in the lower pane. You can then assign resources, specify the work estimate and have Project calculate the duration based upon the Work and the resource's assignment units.

I don't know where things when awry, but if you have changed your working schedule to only allow 1.5 working hours per day, a 2hour duration task should still show 2 hours duration, but the finish date/time of the task should modify.
I see you are working with Project 2010 -- are you using Autoscheduled or manually scheduled tasks?
