Whilst you can disable or remove unused addins (via the Manage dropdown on the Addins screen), those particular addins are unlikely to be the cause of the problem.
As for identifying what else might be causing the problem, it's really a case of idenitying the program that lies behind it. If it's always a problem, that suggests a programs that starts whenever Windows does. In that case, you can use Windows Defender to temporarily disable any suspect applications.
